Understanding Processes of Watershed Development Projects in India - From Process Studies to Policy Advocacy - A culmination workshop of Process Study in seven states - workshop proceedings

Though a set of consolidated reports (seven volumes and posters) was produced by the end of the process study, which put together the data from all states, the need for publishing state specific reports was realized during the national level sharing workshop at Hyderabad on 26th and 27th Sep 2006. To fulfill this need, WASSAN team and the state nodal agencies put together a consolidated report for each state in which process study was conducted. Each state report consists of the recommendations of the state level sharing workshop; recommendations from the process study report and process study report itself. These state reports are expected to trigger a process of policy reforms of watershed development projects in the state and set the agenda for the same. The state governments; civil society organizations and academic institutions could equip themselves with the feed back from these reports and contribute to the formulation of new generation watershed development projects in the state.

LEAD Advocacy Network - Andhra Pradesh (2006)
LEAD Advocacy Network (LAN) is an inclusive group (open network) of institutions and individuals, interested in enhancing the knowledge base related to sustainable livestock and environment interactions and contributing to informed debates and policy options. The goal is to enhancement of pro-poor livestock related livelihoods by strengthening practices of sustainable NRM particularly in watersheds and the promotion of an enabling policy environment. As a part of the LEAD Advocacy Network (LAN), WASSAN has anchored the consultations in Andhra Pradesh. Consistent with the overall thematic focus of the LAN across states, two specific programs viz. watershed development and Indira Kranthi Patham (IKP) are taken for wide ranging consultations and advocacy. The thematic focus is on ‘Processing Lessons for evolving program strategies and policy options’.  The focus of the consultations was  to identify the issues and appropriate experiences and to derive lessons for developing program strategies and to evolve policy options. The basic premise is that the main bottleneck in taking up the ‘livestock-livelihoods-natural resource’ agenda in watersheds and IKP is the lack of know ledge about appropriate activities to take up and processes to follow . Deriving processes and popularizing good examples would therefore, help in mainstreaming the agenda.

Program Components:  The LAN-AP program has mainly three components:

  • Regional multi-stakeholder consultations follow ed by state level working group meeting

  • A Documentation workshop

  • Pilot experiment on establishing ‘Livestock Related Support Systems for Single women’.

Regional Consultation Meeting - North Coastal Region - Livestock Livelihoods and NRM - Proceeding Lessons for evolving programme strategies and Policy options...  28th March, 2006


The main objective of these regional consultations was to develop an inventory of experiences/ best practices and identify issues related to livestock based livelihoods. As part of this, the first regional consultation meeting was held in Pendurthi, near Vishakapatman on 28th March, 2006, for North coastal region. Representatives of several NGOs, line departments, Field level activists have participated in this meeting.

Regional Consultation Meeting - Rayalaseema Region on "Livestock, Livelihoods and NRM - Processing Lessons for Evolving Programme Strategies and Policy Options".... 4th April 2006

The consultation meeting was at Conference Hall, Punnami Resorts, Horsely Hills, Madanapalle. Around 100 participants belonging to 5 districts (Chittoor, Anantapur, Cuddapah, Kurnool and Nellore) participated the workshop. Participants included representatives from NGOs and government functionaries and primary stakeholders from community. The objective of the consultative meeting was to identify issues and region specific variations in livestock related interventions so as to synthesize the lessons that give future direction for necessary policy advocacy.

People's Review Meeting of CLDP in Kosigi, Daultabad and Bommaraspet, 5th April 2006


To orient the assignees on the process and also to provide a platform for sharing and addressing their problems, a review meeting with assignees was organised. Assignees, Para workers, Mandal technical assistants (MTA), Multi Disciplinary Team leader (MDT) and Project Director attended the meeting along with PMC representatives. Around 200 members participated in the meeting from 12 villages of three mandals along with representatives of Dalit Samkhya, Dalit Bahujan Shramik Union (DBSU).

National Workshop on Process Monitoring - Consolidating Lessons from Experiences of Monitoring Large Scale Development Initiatives......7th-8th, February 2006


A National workshop was organized by WASSAN with the support of DFID-I and CRD, Government of Andhra Pradesh at St Ann’s Generalate, Hyderabad to discuss and get new directions for strengthening ongoing process monitoring practices at APRLP. In this connection various organizations involved in large-scale developmental initiatives were invited to share their experiences in the workshop. And the main purpose of the workshop is to derive inputs from different organizations in involved similar kind of interventions. This was specifically organized to substantiate the work done by WASSAN and with a special intention to tailor independent process monitoring strategies for APRLP.
