Piloting the Project


 Government of Andhra Pradesh is planning to launch the Andhra Pradesh Rural Employment Guarantee Scheme (APREGS)  by February 2006. Before launching the scheme, it is proposed to conduct a pilot of the scheme.

 

The role of anchoring the pilot is assigned to WASSAN through  the Cluster Level Livelihoods Resource Centre, Parigi in association with District Water Management Agency, Ranga Reddy District.

 

 

The area selected for the field test by piloting is Parigi mandal of Ranga Reddy district. The process of testing is being done in the entire mandal that consists of 22 grama panchayats covering 54 villages and hamlets in all.

The pilot project mainly comprises of awareness building, orientation and testing of processes and formats in the field to find out the usability and lapses of the process and guidelines of the scheme. This includes several stages like awareness building in the stake holders of the programme to organizing gramsabhas to involving in the planning of the shelf of works to making the payments under the scheme. Along with this, various formats developed to perform different stages of the scheme are also being tested.

‘To pilot operationalisation of the scheme in one Mandal of villages (around 22 Gram Panchayats) to test the operational processes of the APREG Scheme as envisaged in the draft at the village level’.

Strategy for Piloting

 

While some of the inputs are common to all villages, WASSAN would like to categorize its inputs to three levels.

  • High Level of Inputs and Facilitation

  • Average Level of Inputs and Facilitation

  • Low Level of Inputs and Facilitation

The responses of the communities in each scenario would be assessed and accordingly the lessons would be crystallized. This strategy helps to concentrate on the innovations as well as general stream of activities within piloting.

Outputs

  • Report on lessons on the field level processes at / below village level that feed into the revision of the scheme under Rural Employment Guarantee Act.

  • Field tested formats and a case example of a mandal on registration, planning shelf-of works and works implementation plans

  • Communication material tested

  • 3 Modules Prepared and field tested on fallowing themes Awareness, Planning Process and Measurements

  • Kalajathara script prepared and field tested

  • Audio cassette prepared and field tested

Role of WASSAN

WASSAN is primarily responsible for piloting the project with active support and guidance from DWMA, District Collectorate and Commissionerate of Rural Development.

WASSAN would deploy a team for taking up necessary activities for launching the pilot. The Anchoring Team from WASSAN consists of the 3 members.  Apart from this, WASSAN would also constitute a Project Team consisting of the following levels:

  •  Documentation officer

  •  Pilot In-charge

  • Pilot Assistant

The above team has specific role in the piloting of the scheme. This team works with existing team (new members/ deployed by DWMA) and facilitates the implementation of the pilot. Once this pilot phase is completed, this role of this team ceases. So it is very important that the DWMA team is in place as soon as possible.

WASSAN is also contributing about 24.4% of the total budget for piloting of the project/ scheme. This contribution is mainly in the form of human resource deployment, meeting the cost of training programs and other expenses (partially).
