Engagement with CLDP

 

 Government of Andhra Pradesh initiated Comprehensive Land Development Programme (CLDP) in November 2004 for the development of assigned lands of poor with an objective of realising the transformation of a land less laborer to landed farmer. Among the total 3.27 lakh identified entitlement holders, more than 2.0 lakh belong to Scheduled castes and tribes.   WASSAN associated with Comprehensive Land development programme in various forms in different phases based on the learnings and requirements emerged from each form of engagement.  This engagement  process is supported by Swiss Development Cooperation  - Inter Cooperation (SDC-IC).

First phase (2004-05)  

 

WASSAN contributed to conceptualization and grounding of the  program for the development of assigned lands. In the process more than 50 field experiences related to land development were explored and compiled. These case studies illustrates the complexities in land related issues right from the land access to the development.   These experiences across the state have given the solid ground evidence in understanding and dealing with the land related issues.

Basing upon the synthesis from the existent field experiences and learnings,  WASSAN facilitated a process of preparing Process Guidelines and evolving Planning Process steps for the comprehensive land development of assigned lands.    TOTs were conducted for the officials  and district level resource persons involved in the program. Modules were developed capacitate  different stakeholders

Second phase (2005-06)

 

Based on the experiences of the initial implementation of the program, WASSAN felt the need of multiple forms of engagement for effective implementation of the program and in the process  This engagement has been supported largely by SDC-IC for the year 2005-06.

  • Facilitated Innovative stream of projects in the CLDP, with 16 NGOs in seven districts taking facilitating responsibility of around 160 blocks in seven districts. The Government met the facilitation cost for these organisations. The purpose of this engagement was to demonstrate the envisaged processes and best practices in the selected blocks.   • Worked in three mandals of Mahabubnagar to strengthen the role of Mandal Mahila Samakhyas, a federation of women SHG members in effective management of the program in three mandals

  • Has been part of initiating People’s monitoring process along with other dalit organisations, unions and NGOs in the form of People’s Monitoring Committee on CLDP. The purpose is to work simultaneously on processes, procedures and policies to promote accountability of the implementation agencies and enable the entitlement holder to take control of the program. Supported PMC in bringing out the first People’s Report on the health of the program

 Through this engagement following limitations were identified, that were making the program ineffective,

  • The limitations imposed by the design of the project in accommodating the needs of the targeted section of people
  • The limitations imposed by socio-political situation of the targeted section in taking control of the program and accessing the entitlements provided

Third phase (2006-07)

 

This phase of interventions of WASSAN related to CLDP had been supported by Christian Aid to a large extent.. WASSAN had put its efforts towards addressing the above limitations by strengthening engagement at, 

  • the ground level through supporting selected unions and dalit organizations to enable the assignees to take control of the program implementation 

  • the procedure and policy level through supporting the initiatives of People’s monitoring committee and Innovative stream of NGOs for demonstrating innovative and successful practices.
