Innovative stream of projects
|
The Process Guidelines of CLDP
have a provision for special stream of innovative projects, which
are expected to be exemplary in several ways. It was also
envisaged that this special stream would be exclusively in the
domain of well-established resource organizations from voluntary
sector. As part of this, WASSAN facilitated the discussions among
selected Resource Organizations from NGOs and also interactions
with senior government officers. The main purpose of these
deliberations was to conceptualize the role of NGO Resource
Organizations in the special stream of innovative projects in the
CLDP. These deliberations helped to define the role of NGO
Resource Organizations and their contribution. Based on these
consultation meetings, the need for formalization of the
partnership between Go.AP and these resource organizations was
also identified. In the light of these discussions, an MOU was
also conceptualized and agreed upon to formalize the partnerships.
In this process, very limited number of selected NGO resource
organizations participated. All these organizations have strong
field presence and have long experiences of working with dalit
families and natural resource management related themes. These 16
NGO Resource Organizations come from the following districts -
Ranga reddy, Nalgonda, Warangal, Kadapa, Chittoor, Ananthapur and
Visakhapatnam.
Goal and Objectives
The main goal was to create model projects under
CLDP by invoking the provision made in Process Guidelines (Chapter
13) and forging partnerships between NGOs and GoAP in the context
of CLDP.
The specific objectives of this were ;

Creating a stream of
innovative projects under Comprehensive Land Development Project (CLDP)
and develop them into a demonstration and model projects.

Ensuring the
productivity enhancement and livelihoods diversification of the
families in the selected CLDP blocks, as a result of developing
the assigned lands.

Providing feed back to the
concerned officers at district and state levels based on the field
experiences, for improving over all quality of the project.
Expected End Results

The spirit of the Guidelines
is transferred on to the ground and poor families improve the
productivity of their lands and diversify their livelihoods
options.

An innovative stream of CLDP
projects would be created at field level as demonstration projects
and as sources of inspiration and learning centers to the district
and neighboring mandals.

Members of NGO Resource
Organizations would be recognized as resource organizations/
persons for all the capacity building needs of the district on
CLDP.

An autonomous flexible system
would be evolved within the mainstream projects with the support
of all parties.
As part of this arrangement
the resource organizations took up the responsibility of
facilitating and implementing CLDP in the selected villages/blocks of land and
they were given 10% of the total project cost towards
administration and field level training expenses.
WASSAN is one of the four parties involved in this arrangement
that played a coordinating role. i.e taking up the emerging issues
from time to time in the implementation process and playing an
active role in resolving those issues. Also support the capacity
building needs of these organizations along with Centre for
Natural Resource managements, APARD.
Apart from this WASSAN also took responsibility of implementation
of this project in Ranga Reddy districts in 8 blocks along with
two local NGOs, VIKASAM and JANVIKAS. Efforts were put
in realizing the objectives and
end result of this initiative. Accordingly WASSAN and these NGOs
entered an MOU detailing the tasks of each organisation
WASSAN actively facilitated
the deliberations, drafting and finalizing MOU and for the
proposal to take a concrete shape. Along with CNRM-APARD two training programmes and review meetings
were conducted with the staff of the selected NGOS. The training
themes were Formation and orientation
of Common interest groups of assignees (November 8th and 9th) and
Planning process in CLDP( December 7th to 10th ) . Though the MOU
was signed on 15th September, it two took nearly three months for
all the 16 NGOs to get formal allocation of villages/blocks from
respective Project Directors. And still there are issues on
the nature of collaboration and roles of each agency involved,
which needs to be constantly reviewed and resolved.
