CLDP

Monitoring Systems

 

WASSAN proposed some monitoring systems for effective implementation of the comprehensive land development program. Tasks to be performed at various levels, i;e at group level, village level and Mandal level were identified. Primary responsibilities of functionaries at different levels were also suggested. Some basic data sheets were also developed.


A. Tasks to be performed at various levels:
 



1. Tasks to be done at group level:

  • Formation of small groups (CIGs) of 10-15 persons with the assignees

  • Bank accounts with two group representatives as signatories

  • Group wise list of assignees with survey numbers and extent of area

  • Basic orientation to all CIG members on CLDP

  • Identification of land demarcation/position issues in the group and a group resolution for necessary action by MRO/RDO

  • Group wise base line data of all the assignees regarding their land and livelihoods

  • Group wise plan for land and livelihoods development in telugu with estimates

  • Group wise work plan for quarter/half year with budget requirements

  • Group records at each group maintained by Para workers/MBK

  • Regular group meetings to be facilitated by Para worker/MBK

Primary responsibility: C.C/C.V with the help of Para worker



2. Tasks to be done at total CLDP block/village level:

  • Village level account for receiving CLDP funds with VO member and assignee representative

  • Selection of Para workers

  • Resolution of CIGs and VO with name and remuneration of Para worker

  • Orientation and training program to Para worker on CLDP and roles and responsibilities

  • Consolidation of the small group plans into a block plan with estimated budgets

  • List of works to be done for next quarter/half year at block/ village level and arriving at estimated wage labour need and budgets

  • Compilation of basic data of all groups into block level information and should be available at V.O

  • Implementation of works as per plans

  • Incorporating Livelihoods plans into MCP of the VO

  • Review of the progress in VO meetings

Primary responsibility: C.C/C.V with the help of Paraworker and VO office bearers
For preparation of plans, estimates and work plan : Mandal Technical assistant



3. Tasks at Mandal level:

  • Maintaining consolidated information of all blocks in the mandal

  • Consolidating the block level plans and submission to MDT through Technical assistant

  • Review the progress in MMS meeting and collecting monthly progress report from C.Cs/C.Vs and Mandal Technical assistants.

  • Orientation and training to all CIG and VO representatives on group building and programme management

  • Regular review and planning meetings with Para workers/CIG representatives

  • Regular field visits by APM for strengthening of CIGs, review and support of Para workers and C.Cs/C.Vs


Primary responsibility: A.P.M with the help of Mandal Technical assistant and MMS office bearers
 



4. Tasks at District level:

  • Maintaining consolidated information of all blocks in the district and preparing progress reports

  • Conducting monthly review meetings with all the staff and guiding the progress

  • Prepare the reports (Physical and financial) necessary for DWMA for the release of funds

  • Preparation of training strategy for the program and operationalisation of the strategy through sourcing of funds and resource persons.



B. Job responsibilities of staff:


C.C/C.V:

  • Responsible for group and block/village level tasks

  • Maintaining consolidated information of village wise CIGs of their area of operation

  • Group strengthening through regular field visits, inputs and review of Para worker

  • Guiding CIGs in implementation of plans

  • Guiding VOs in regular review and support to CIGs

  • Preparing monthly progress reports

A.P.M:

  • Responsible for mandal level tasks.

  • Maintaining mandal wise consolidated information of all blocks in the area

  • Regular field visits to support the CCs and Mandal Technical assistants

  • Attending MMS meetings

  • Preparing mandal wise monthly progress reports

  • Conducting training programmes at mandal level

Area Coordinator:

  • Support to C.Cs, M.T.A , A.P.Ms and MMS in their area of operation

  • Regular review and planning with CCs and A.P.Ms

  • Acting as resource persons in training programs

  • Regular field visits to support the mandal/village functionaries

D.P.M:

  • Responsible for District level tasks

  • Supporting the Project Director in monthly review of the program

  • Field visits to support the Area Coordinators/APMs/CCs and review of the progress
