It was observed that though WASSAN was involved at mandal level to orient the different actors i.e. Assignees, Para workers, Community coordinators and Mandal Samakhyas for better implementation of the program, effective implementation cannot be ensured unless there is institutionalization of responsibilities and management structure at mandal and district level. Efforts were put in this direction and WASSAN was successful in bringing this issue to district administration. They requested WASSAN to support in building the institutional structure for management of the program. This task primarily includes:

• Operationalisation of G.O No. 66, which clearly defines the roles and responsibilities of all the actors from village to district level

• Orienting all the actors about their roles and responsibilities

• Also building monitoring indicators and systems for the effective implementation of the program

Based on the field interventions, this process was initiated  The assumption was that once the responsibility of managing the program is anchored in the Samkhyas, the inputs to them can be effectively put to use in properly implementing and managing the program
