Capacity building strategy for CLDP:
Comprehensive Land development programme is being implemented in
Mahabubnagar in 457 blocks in all the mandals under RIDF-IX and
RIDF - X batches. In total 21276.55 acres of 23369 households are
selected under this program with an estimated project cost of 30.5
crores. As this is a comprehensive land development project,
intense facilitation and support is needed at field level. For
this purpose role of institutions promoted by VELUGU was envisaged
in G.O.Ms No. 66 of Department of Panchayat Raj and Rural
Development. These institutions constitute Mandal Mahila Samakhyas,
Village Organisations and their supporting staff.
The responsibilities at
Mandal Samakhya level involve:

Formation and strengthening of
CIGs in that mandal

Identification of Para workers
through CIGs and VOs
-
Training of Para workers, CIGs
and VO
-
Prepare action plans for the
implementation of the program
-
Regularly review the program
with Para workers
-
Facilitating participatory
plans from CIGs
-
Liaison with MDT/WDT regarding
submission and approval of plans and release of budgets
It was observed from one year
of implementation that these institutions are not well integrated
into the program and also have very minimal role. At mandal level
Mandal mahila Samakhya is supposed to manage the program with the
support of Community Coordinator and Mandal Technical Assistant.
But required role transfer and capacity building inputs to the
Mandal Samkhyas were not effectively happening.
Training Strategy
WASSAN proposed a training strategy to strengthen the roles of
various actors in CLDP. It constituted:

One-day orientation programme
on CLDP and roles & responsibilities for all A.P.Ms, C.Cs and
Technical assistants in 5 batches conducted at Mahabubnagar.

Preparation of monitoring
systems at all levels in implementation of CLDP. That includes
-
Clearly defining the roles and
responsibilities of CIG, Para worker, VO, and Technical assistant,
Community Coordinator, MMS, A.P.M, D.P.M and P.Ds of DWMA, DRDA in
line with G.O. No 66.

Designing reporting systems
from village to district level
-
Preparation of related
training and guidance material.

Identification of a team of
10-15 resource persons from among APMs/CCs/ Course Coordinators of CLRC and independent resource persons and conducting a TOT for
them to cater to the training needs of the district.

Designing a training strategy
to be operationalised through CLRCs and MMS for orientation and
training to CIG and VO representatives, Para workers using the
services of the team of resource persons
In the first stage, orientation programs
were organized from 4th to 8th
January 2006. Draft monitoring systems and related material
were prepared. This helped in operationalizing the roles and responsibilities. Based on
this the training strategy was developed. Later identification and training of resource
persons was done in December 2005, as part of State
level capacity building strategy.
