Why is this important?

The physical works such as creation of assets will be completed during the project period, while the activities related to productivity enhancement and livelihoods promotion continue eternally in the villages under the supervision of Village Organization. (The bench marking of these processes could not be conducted, as these processes began recently). For completing the execution of physical works, APRLP envisages a transparent system which enables the community to benefit from the project. Several institutions/ actors take the responsibility of this important function.

What is happening and how is this happening?

  • Records indicate the strength of the institution. 50% of the watershed based institutions do not have this strength. PIA/ WDT maintain the records and keep them with it.

    In 25% of watersheds, village functionary maintains the records, but they are kept with WDT. In remaining 25%, the records are maintained and kept with the village level functionaries/ institutions. Since each watershed followed a different process, the pattern are not clearly emerging from the small sample data. 

    Payments by cheque are most common practice. Payment by cash is made only in two cases. The user group leader or person who implemented the works (mainly in contractorship mode) received the cheque (In 63% of cases). Watershed Committee made these payments. PIA made

    • Required estimates and designs are prepared by village workers and others.  Labour groups execute works and user groups supervise the works.  This arrangement helps in establishing clear roles on different actors in the programme.

    • Nonnegotiable in implementation:  To ensure genuine participation of user groups and transparency, APRLP identified the following nonnegotiable: No contract, No machines, and Mandatory contribution by user groups.

    • Maintenance of Asserts:   Several arrangements are proposed for ensuring regular maintenance and growth of Watershed Development initiatives.  These mechanisms are formation of WDF, Livelihood funds and maintenance of appropriate records.
