Role of User Groups and Sustainability


Sustainability of watershed interventions, assets and benefits depend on the strength of its institutions. User groups are an important component of institutional arrangements of Watershed Based Livelihoods Projects. The processes that focus on user groups are consolidated in the table here. It is very obvious that the user groups are not adequately supported and strengthened in the project. At every stage of project phase, the role of user groups is undermined - weak inputs to form and nurture them, cursory or negligible role in action planning, external domination in action planning (supply driven rather than demand driven), contractor oriented execution, no/ negligible contribution, no rights to user groups and some of the strong and quantified observations from the bench marking study of processes. A completely neglected User Group is least interested in maintaining and managing watershed assets. The sustainability of watershed assets, investments and benefits is strongly connected to the willingness of these non existent and disempowered institutions.
