The
ultimate aim of the entire process is to provide capacity
building services in a systematic and institutionalized
manner, to the user communities. Any concept takes its own
time to take off, stabilize and deliver. The early
assessment of LRC's services is quantified in limited number
of cases. The several parameters the NGO anchored LRC seem
to be performing better than that of GO anchored LRC.
However, the average functional months in case of NGO LRC is
higher. As a result, the performance is still below the
potential. The over all occupancy rate (a typical indicator
of performance hotels) in case of both these centers is much
lower than its potential. 5 and 4 training days per center
appear to be a grossly under utilized service of these
service centers. It is important to realize that the several
process hurdles are on the way to make this happen and
remove these hurdles.
Though there are several indicators of success of a resource
center, at this point of time all these indicators may not
be relevant. However, it is important to develop this
orientation and consciousness among the project authorities
and policy makers on issues such as efficiency and cost
effective capacity building delivery systems. |
