WASSAN is a network-based organisation focusing on improving the quality of mainstream programs in natural resources management and livelihoods. It engages actively in policy advocacy initiatives at state and national level mainly related to rainfed agriculture. It also provides field level support services to a large number of watershed development and other programs implemented by the civil society in partnership with communities. Currently, WASSAN has around 300 employees spread in Andhra Pradesh, Telangana, Odisha and Jharkhand.

Research Associate (Pastoralism)

Scoping Study on Pastoral Production Systems in Andhra Pradesh and Telangana

About the Project:
WASSAN is an organization located in Hyderabad registered since 1999 that works as a network based hub on rainfed areas to provide support services with an aim to revive agriculture and allied activities in a manner that integrate ecological needs of the landscape to the economic needs of the communities we engage with.

As part of our initiative, “Envisioning Engagement with Pastoral Communities in Andhra Pradesh and Telangana,” we are seeking a Research Associate to take on a pivotal role in conducting a scoping study in these two states. The primary objective is to comprehensively grasp the pastoral production systems prevalent in the region. The initiative aims to build understanding of the patterns of pastoral communities and their customary as well as economic relationship with their natural ecosystem (farms, forests, water sources and the rainfed landscape). Pastoralism has been a traditional practice which was followed and sustained by specific communities across the world. In Andhra Pradesh and Telangana Kuruma, Kuruba, Yerra golla, golla, lambada, Mathura Banjara, chenchu are some of the communities that have retained the practice for many generations cultivating a tradition of their own, one dependent on the herds (cattle, sheep, goat) culturally as well as for livelihood (where more than 60% household income comes from herding). The many changes in the recent decades such as fertilized agriculture, restrictions by forest department to access fodder, impact of climate change and developmental infrastructure on grazing lands and lack of policy framework to address these changes has led to the decline of pastoralism. However the role it plays in maintaining the ecology has not been accounted for while acknowledging the decline, its existence and revival as a system of production remains essential for ensuring ecological sustainability. The primary role of the Research Associate is to conduct a scoping study to identify pastoralists in these states, engage with them to understand the production systems with a strong methodological framework which is to align with the overall objective of the initiative. S/He will be working closely with the existing team at WASSAN and with other collaborators on the agenda whenever necessary.

Location:
The Research Associate will be working in Hyderabad and the work involves intensive travel to different field locations in Andhra Pradesh and Telangana.

Expected period of Engagement:
The current study period will be for three months; based on the outcome of the study the engagement period may be extended. (WASSAN reserves the right to take decisions as per policy outlined and that includes evaluation for extensions wherever mentioned.)

Scope of the Study:
1. Conduct a literature review on pastoralism of Telangana and Andhra Pradesh and draft a report detailing the findings – animals reared, population, herder settlements, cultural and scientific practices, grazing and migration routes, communities involved, linkage with other production systems, challenges to the production system, existing legal and policy frameworks which support or have the scope to support pastoralism, future and scope for improvement, etc.
2. Based on literature review and discussions with partner organizations and key informants, identify and map hotspots of pastoral activities in the two states. Conduct primary data collection and provide detailed case studies from at least five of the key hotspots for detailed insights.
3. Provide support in mapping and listing pastoralist collectives, agencies and CSOs working with pastoralists in Telangana and Andhra Pradesh
4. Based on the findings, design strategies to strengthen pastoral production systems in the two states.
5. Draft and prepare a report outlining the overall findings.

Roles and Responsibilities include-

● Maintaining a resource database for the entire study period
● Providing weekly reports/updates to the team leader/Project anchor
● Travel whenever necessary and engage with Community Resource Persons
● To work on the timeline provided.

Desired experience and Qualifications
● A bachelors or master’s degree in law, social sciences or a similar field,
● Ability to travel across field sites and engage in advocacy
● Should be able to work efficiently in teams and individually
● Proficiency in Telugu is desirable
● A researcher with field experience within the domain is highly preferable
● Women and individuals from marginalized communities are strongly encouraged to apply.

Contract will be for a period of 2 years after initial probation period of 6 months, can be extended subject to satisfactory performance and project period extension.

Job Description:
• Coordinate and orient NGO and FPO team on the financial compliances and norms.

• Coordinate and manage data for the project at district level.

• Support district OMM team in the data management (both program and finance).

• Manage accounts related work of project at district level of Odisha Millet Mission.

• Verify the MPRs of NGOs and FPOs involved in the project.

• Supports internal audit of NGO and FPOs under OMM and compliance sharing with stakeholders.

• Work in coordination with District Programme Coordinator/s under OMM and report to Regional Coordinator, OMM and CDAO-cum-PD ATMA

• Prepare Monthly Project Report/ Quarterly Project Report/ Annual Project Reports and any other financial reports desired for the programme.

Desired Candidate Profile:
• Be very energetic and must be willing to work extra hours and on holidays.

• Excellent communication skills in Odiya and English

• Efficient working on team

• Have knowledge of Tally 9.0 and other accounting software.

• Have experience of handling audits of projects, preparing balance sheets, so on so forth.

• Have experience in data management for the project.

• Have good report writing skills in English and Odia.

• Have good computer skills in MS Word, MS Excel, MS PPT, Google Spreadsheet etc.

• Not have any complaints against him by Government, Civil Society, Community organizations or Private agencies.

• Should be very motivated and be a team player. Should be willing to flexible with location and work timings.

• Should be willing to learn concepts and become skilled to meet the organizational needs.

Desired Qualification:
• Master’s in Commerce/ Finance/ MBA in Finance or equivalent degree and at least 2 years of experience in similar development programs.

• Bachelors in commerce/ Accounts/ Finance with 5 years of experience in similar programme.
